You can actually put this on Revenant's starting weapon and it gives her access to a ranged attack right from level 1. Damage isn't quite as good as Wraith Calling Bell and it costs slightly more FP. However it does Lightning damage which gets boosted and spread in water, 2 Nightlords are weak to Lightning and you can even hit multiple targets with Thunderbolt if they're very close together. Damage starts to compete with Wraith Calling Bell once you get your Claws to Plus 2 as well.
