To complete this puzzle, travel to the Greatbridge North Site of Grace, and head straight West until you can see the large bridge leading into Belurat Tower Settlement in the Distance. You can see the specific location in the Shadow of the Erdtree Map. Approach the ghost and you will be rewarded with the Serpent Crest Shield
