grants skill: Crowning strike - apply Crown of Madness for 3 turn with int save, use attack roll. no concentration.
not bad, but if you're applying it, you'd have to be in melee range, kind of defeats the purpose..

Possibly the worst item I've ever received by completing a puzzle. You literally can buy better weapons from vendors for like 300g.
Spotted a second one next to Knoll before the final battle.
