Skills are stats that improve your character's abilities in particular gameplay areas in The Outer Worlds 2, which lets you customize how your character interacts with the world, how they engage in combat, and how they handle other situations. There are 12 skills you can invest points into, and every time you level up, you can earn skill points to improve them.

You can select up to 2 Specialized Skills during character creation, then you can increase the other skills you want up to your current level. Specialized skills can be increased up to your current level +2.
