To get this spear, you must solve the Riddle of the Night in the sealed off section of the Silent Library. Top do that, place the book "Teachings of Loss: The Nightsinger" onto the alter. You can find that book in the trapped shelves along the outer area of the library.

I was able to keep the spear by pact binding it to my Warlock before Shadowheart does her cutscene and chooses the "good path". You can equip it by dragging your currently equipped weapon over it.
