Vlas can be found in the Outskirts of Mammon. Vlas will ask for your help to look for his feline companion. Look around Vlas and go to the empty crate nearby. Examine it to continue the conversation with Vlas.

He will give you 1x Coin of Mammon after. Then, he'll ask you to keep looking for his companion.
