Once you've opened the East Wing within the Care Center, you will want to follow through the Examination Room and head north, where you will eventually find a darkened corridor in the south that leads you up some stairs.
Before proceeding, we recommend heading into the Lead Researcher's Office to use the typewriter to save.
When ready, walk through the west corridor on the East Wing's upper floor, where you will find a corpse in the hallway. Immediately interact with the corpse to grab the Level 1 ID Wristband, which will allow you to open locked doors that require Level 1 security access. The moment you pick this wristband up, you will be chased by a gigantic monster, so get ready to run!
