After completing ARK's section with Grace, you'll return to playing as Leon. During Leon's segment, the task remains the same: head to the central refining system. However, Leon's going to have to take a different route to get there in Resident Evil Requiem.
Players will find the Bioweapon Repository 11 door is completely locked up tight, with a Control Panel requiring an Override Key that Leon simply doesn't have. Luckily for you (and Leon), we will guide you to the Override Key for the Bioweapon Repository 11 door so you can continue on the mission.
How to Open the Control Panel Door in Bioweapon Repository 11 in Resident Evil 9

Once you reach the Bioweapon Repository 11 room, head through the unlocked doors and navigate through the long hallway. You'll eventually find a large room that's swarming with Lickers. Thanks to Leon's heavy arsenal, these enemies won't be a problem, so either shoot them until they drop dead or use the Combat Axe from behind to stealth kill them.
With the Lickers dealt with, drop down into the Bioweapon Repository 12 room, where, navigating past the obstacles, you can find a control panel in the north. Activating this control panel will reveal a door, so press forward into the Generator Room, where you can find another panel, which moves some obstacles out of the way.

With the obstacles moved, leave the Generator Room and follow the path ahead to go up the stairs, where you can then find the Override Key (Bioweapon Repository 11). With the Override Key acquired, make your way back to Bioweapon Repository 11, but beware the dozen Lickers waiting on the ceiling.

To deal with the Lickers, lure them from the ceiling by making a noise, and then shoot the red gas canisters to blow them up. With all the Lickers dead, place the Override Key into the Control Panel in Bioweapon Repository 11. This will begin a lockdown against quite a few zombies, but once they're all dead, the elevator door will open, and you can proceed on your mission.
