Grace cannot upgrade her weapons. All Tier 1 and Tier 2 Upgrades can be acquired from the "Tune Up" tab in the Supply Box as Leon. Tier 3 Upgrades are exclusive to the "Advanced Tuning" Special Content, which unlocks after destroying all 25 Mr. Raccoon memoriam.
