Twister is a Major Upgrade Barbarian Skill Upgrade in Diablo 4. Twister allows Double Swing to create up to three Dust Devils that deal damage. 

 

Twister Diablo 4 Information

Twister belongs to the Barbarian class Skill Tree.

It is an improved version of Double Swing.  Players can choose one of the three available Major Upgrade options for this Barbarian Skill. In addition, players may also select two of the four available Minor Upgrade options, divided into two separate groups, allowing only one choice from each group.
