This cloak is lootable (but not pickpocket-able) from Harper Lassandra at Last Light Inn.

fun fact this is the only cloak aside from the red prince one that is ACTUALLY a good long size. every other cloak is way too fricking small on women compared to men and it's as much bs as the lack of pauldrons on plate +2 on women only
This cloak can be obtained in Act II from Harper Lassandra.
