What is the difference between this and the "rare" version: Superior Elixir of Arcane Cultivation?

Really good for locks as you get into the higher levels. At leveling 5, supposing you've got haste, you can bonus action lvl 1 hex into 4 EB shots for 1d10+1d6+4 each hit (13 avg. damage a hit, 52 damage total on average). This for only a lvl 1 spell slot and a 3rd lvl slot for Haste (or Speed potion)

Found a cool trick. So if you drink one, you get an extra spell lot, that comes filled of course. But then if you use up that spell and drink another one of these, nothing happens. You can't drink it again to "refill" that extra slot. BUT if you drink a random other elixir that you don't care about (like Barkskin) and then drink one of these again, it will give you back that extra slot, but FILLED. Expensive I know but he if your out of short rests and can't long rest yet, only way I know to restore a spell spot without stuff like Arcane Recovery.
