John W Graham Well stated, John. States should set up security services for cities, towns, school districts, etc., then charge them a fee. There's no reason for towns like Pepperell MA to go it alone. I believe North Dakota and Texas have set up this type of model.

Steve, thank you for the trust. You built something that gave this industry a shared vocabulary for LLM risk. Leading alongside you is an honor I don't take lightly. Ads Dawson, thank you for years of work that practitioners use in the field daily. That's the hardest thing to build and the easiest thing to take for granted. Here's what I bring to this: clarity on where the line sits. The LLM Top 10 owns the risk when the model is a component inside your application. The Agentic Top 10 owns it when that model becomes an actor with tools, memory, and downstream consequences. The 2026 update needs to draw that boundary so sharp that teams stop arguing about which list applies and start securing both. The OWASP GenAI Security Project Top 10 for LLMs and Top 10 for Agentic Applications complement each other.
