Yuuki is one of the many Social Links players will have the opportunity to engage with in Persona 5 Royal. He is one of the first characters to discover the true identities of the Phantom Thieves, and instead of ratting them out to everyone, he decides to help by creating an online Phan Site.
Yuuki is not just a helpful Confidant due to his creation of the Phan Site, but he also offers abilities that focus on EXP gain for Joker and the rest of the party. In other words, you want to progress his Social Link if you want to level up quicker.

Confidant Benefits
Yuuki's Confidant abilities focus on getting more EXP to your party members, allowing them to become stronger quicker for combat.
Not only will his abilities increase EXP earned from battle, but he also enables backup members to get EXP as well.

All Social Link Ranks
Yuuki's Mishima Social Link becomes available automatically on 5/6 as part of the main story. After that, he can be found on any night of the week in Shibuya's Central Street.
He eventually moves to Shinjuku when that area becomes available and then Akihabara when you unlock that area. Just keep in mind he will be in the most recently unlocked area for future Confidant Events.
While he is available any night of the week, he won't appear until at least three days have passed since the last Confidant event has been completed.
Unlike other Confidants, ranking up Yuuki's Social Link involves more work than just picking the right dialogue option.
Players must complete requests in Mementos to satisfy Yuuki Mishima and reach higher ranks. Simply put, Yuuki is here to encourage players to complete side quests.
Rank 1
Rank 1 with Yuuki automatically starts on 5/6. The first rank with Yuuki occurs in the school classroom, where he runs up to Joker and accuses him of being part of the Phantom Thieves.
He insists on helping the Phantom Thieves by creating a Phan Site, which will help bring evil adults to justice.
Completing rank 1 unlocks Mishima's Support, which allows backup members to earn EXP.

Rank 2 automatically starts on 5/8 as part of the main story progression, meaning you don't have to go out of your way to meet him.
This rank shows Yuuki telling Joker the point of the Phan Site, where he explains it's a blog space for people to share positive experiences of how the Phantom Thieves helped them.
He believes it will be a great way to change people's perspectives of the Phantom Thieves.

During rank 3, Yuuki brings Joker to meet some girls that he met from the Phan Site. He explains how he studied how to treat a girl on a date, but unfortunately, she stands him up and cancels.
Completing rank 3 will unlock Mishima's Enthusiasm. This helpful ability increases the overall EXP received from battle.

Rank 5 shows Joker and Yuuki Mishima meeting at a restaurant, where Yuuki shows off a Model Gun.
The Model Gun is fake, but he believes it looks real enough to protect him from anyone who discovers he runs the Phan Site.
Unfortunately, this rank also shows Yuuki getting bullied by some old classmates who run into him at the restaurant. Joker is there to make him feel better.
Completing this rank will unlock Mishima's Desperation, an ability that increases EXP earned by backup members.

Yuuki comes clean to Joker about how he feels that his intentions to create the Phan Site weren't actually to help the Phantom Thieves. Deep down, he feels he created the site to become famous himself and feel less of a "zero."
Completing rank 7 will unlock the Phanboy ability. This is one of the best Confidant benefits in the game considering it greatly increases EXP earned from battle.

During rank 9, we see a heartfelt interaction between Yuuki Mishima and Akiyama. Instead of bullying him again, Akiyama stands up to the other bullies in the restaurant and thanks Yuuki for having his back against the muggers in the alleyway. Akiyama promises to not mess with him anymore.

The final rank has Yuuki explaining to Joker that he helped him overcome his fear of being a nobody. Joker helped him realize that "heroes aren't heroes because they're famous. It's because they fight for other people." Standing up for Akiyama against the muggers has made him realize that.
In other words, the Phan Site wasn't what Yuuki Mishima needed to get closure on his feelings of being a "zero." Instead, he just has to be a good person.
Completing the final rank with Yuuki will unlock the Salvation Wish ability, which allows backup members to earn the same EXP as current party members.
