Ryan C. My guess is editor. It's usually the editor that's the one driving the choices in headline. I don't tend to much like the writers in general, but in this case it's pretty clear they're the victim of an editor that's defaulting to the most dishonestly traffic-generating words, even though it makes the entire operation look unprofessional and amateurish.
