Officially introduced properly in Chapter 597 of One Piece, which was released on August 30, 2010, in Shueisha's Weekly Shonen Jump Issue #39, Supreme King Haki is one of the most powerful abilities to exist in the series. Eiichiro Oda, the creator of One Piece, has incorporated Supreme King Haki in the story brilliantly, making it a power that only one in a million can wield. This power allows the user to manifest their willpower and use it not only to intimidate enemies but also to boost both offensive and defensive capabilities of a user. Only the very strongest can make proper use of Supreme King Haki.
At the top of all Supreme King users in the current era is none other than Red-haired Shanks, one of the Four Emperors of the sea and Luffy's very own idol. While Shanks is incredibly powerful and stays at the very top when it comes to best users of Supreme King Haki, the Elbaf arc has now officially introduced yet another character with similar levels of Haki control and potentially even greater levels of overall strength. This character is none other than Shanks's very own twin brother, Shamrock Figarland. On the surface, Shamrock might just look like a Shanks clone with strength that might appear to be lower, but taking into consideration all his powers as well as the pacts with Imu, Shamrock's overall strength could end up being even greater.
One Piece Chapter 1167 and 1179 Confirm Shamrock Figarland As Shanks' Equal
Shamrock Figarland and Shanks were both born in God Valley around 39 years ago, as confirmed officially in One Piece Chapter 1158. However, in One Piece Chapter 1167, which takes us back 15 years into the past where Shanks went to Marijoa, it is officially stated by Garling Figarland that Shamrock actually possessed a higher level of strength when compared to Shanks at the time. In fact, Garling believed that for Shanks to reach the level of Shamrock, he would have to get a Depth's Covenant from Nerona Imu.

It is also stated in the story that Shanks and Shamrock hold a similar level of skill. The only thing that Shanks lacked to be able to be a perfect match for Shamrock was the Depth Pact that the latter had. As such, their skill is equal in all spheres, and this most certainly also includes Haki. Shamrock is a user of all the Haki types, and on top of that, he also possesses a very unique ability to utilize his Conqueror's Haki to suppress his own presence. This level of skill is very rare in One Piece, as confirmed by One Piece Volume 4 Billion, and something that he shares with his brother. His full offensive output with Conqueror's Haki remains to be seen, but the same applies to Shank as well. Canonically speaking, One Piece chapters 1167 and 1179 back the statement that Shamrock is a top-tier fighter who is no weaker than his brother in all spheres, including Haki.

Furthermore, in Chapter 1179 of One Piece, which was released recently on April 6, 2026, in Shueisha's Weekly Shonen Jump Issue #19, Garling Figarland officially confirmed that the Holy Land was only saved due to the incredible effort of Shamrock following his return from Elbaf. Despite the Five Elders being there, Shamrock was the only one getting the highlight, once again showcasing his overall level of strength being absolutely immense.

Shamrock's Portrayal In One Piece Chapter 1138 Make Him Stronger Than Loki
Shamrock hasn't engaged in a full-fledged fight yet, but his strength has been highlighted by Eiichiro Oda time and again. One Piece Chapter 1121, released on July 22, 2024, included Shamrock on the page of the most important characters in the final saga of the story. The Elbaf Arc officially introduced him in Chapter 1134, which dropped on December 23, 2024, in Weekly Shounen Jump Issue #3-4.
Shamrock went on to confront Loki quickly and with just a single attack nearly killed him. It must be noted that Loki was already bound by a Seastone, but he was also able to survive a fall from the Sun World to the Underworld as a baby. For Loki to fear the level of strength output from Shamrock certainly says a lot about the latter. Furthermore, Shamrock openly challenged Loki and said to him that if he survived his attack, he would be ready to take him on in the future as a rival.

The portrayal of Shamrock by Eiichiro Oda clearly implies that he is stronger than even Loki, and his performance in the Holy Land of Marijoa immediately after, in Chapter 1179, certainly backs that as well.

Why Shamrock Figarland Can Potentially Surpass Shanks In Power
While Shamrock being an equal to Shanks in overall power is widely accepted by the vast majority of the fans, an argument can actually be made for him to be even stronger than the red-haired Emperor. For one, if Shamrock and Shanks have equal skill, then the latter still lags behind him because he does not have a Depths Covenant with Nerona Imu. Shamrock's Depths Covenant boosts his overall strength to superhuman levels, grants infinite regeneration and immortality, and, in the case of Shamrock, even a Cerberus Sword. Clearly, in terms of physical strength and defensive capabilities, Shamrock is even better than Shanks.
What could make Shamrock's undeniably stronger is his ability to receive an Omen from Nerona Imu. One Piece Chapter 1180, which was released officially in Shueisha's Weekly Shonen Jump Issue #21, introduced the power of Omen to us. When Nerona Imu landed on Elbaf in Chapter 1179, he immediately utilized the power of Omen in battle. To both his underlings, Killingham and Sommers, he gave an Omen, and this Omen boosted their powers significantly to sky-high levels.
In fact, both of them started calling themselves a ‘Super’ version of themselves, and this Omen can be given to any of his underlings. Shamrock Figarland, who is already a rival to Shanks in terms of overall power, given an Omen, would most certainly go on to surpass the overall level of Shanks. With this Omen, Shamrock's Haki would be even greater than that of Shanks, as would his overall fighting capabilities. The Final Saga might just go on to demonstrate just that later down the line.
