It's a 25 year old single player only game, were you really expecting retention?
Well, it鈥檚 single player and not live service other than skins being dropped over time. Playercount is irrelevant when the game can be beaten in 10 hours or so and with it being the same game for the 3rd time no wonder people wouldn鈥檛 stick around to play again after beating it
