Incumbents in this class perform a variety of managerial, professional, technical and analytical duties in the operation of an enterprise, client/server and desktop computer systems and networks. The duties involve management of technical services and operations; including user and systems requirements and analysis, applications development and maintenance, computer systems operations and support, network design and maintenance and data/database analysis/administration.

Distinguishing Characteristics

Information Technology Manager is a management level class requiring a high degree of professional skill and knowledge in administering and evaluating complex computer information systems. Incumbents in this class are primarily responsible for the management of technical services and operations within the Information Technology Division. Incumbents in this class exercise direct and indirect supervision over lower level supervisory, technical, operational and/or clerical staff.

Incumbents in this class report to the Chief Technology Officer. This class is distinguished from the higher class of Chief Technology Officer in that the latter is primarily responsible for the management of a division encompassing multiple work units. This class is further distinguished from the class of Enterprise Architect in that the latter performs a variety of professional, technical and analytical duties in the operation of enterprise, client/server and desktop computer systems, and networks. This class is responsible for a broader range of management activities including planning, organizing, coordinating and directing the work of a unit in the Information Technology Division. Furthermore, this position has greater administrative responsibility in long and short range planning. Incumbents also have responsibility for budget control and review. Decisions are subject to review only when general policy is involved.(Note: The following duties are performed by the incumbent, but other related duties may also be performed; not all duties listed are necessarily performed)

  • Directly or through supervisory staff selects, trains, motivates and evaluates assigned personnel; provides or coordinates

staff training; works with employees to correct deficiencies; participates in and recommends disciplinary actions.

  • Assumes management responsibility for assigned services and activities in a multi-platform environment including

technical services and operations; user and systems requirements and analysis; applications development and

maintenance; computer systems operations and support; network design and maintenance; and data/database

analysis/administration.

  • Manages and participates in the development and implementation of goals, objectives, policies, standards and priorities for

assigned programs; recommends and administers policies and procedures.

  • Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; obtains

approval for improvements as needed/required; implements improvements.

  • Confers with the Chief Technology Officer and subordinate staff on the progress and problems in their functional areas and

oversees problem solving, conflict resolution, escalations and business continuity.

  • Meets and consults with customers and vendors regarding service delivery needs.
  • Oversees and participates in the development of the Information Technology annual budget for the assigned section

including forecasting of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures;

and implements adjustments.

  • Prepares or supervises the preparation of special studies and reports.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations related to the Information Technology field.Either I

Education: A Bachelor's Degree from an accredited college or university in computer science, information systems, business administration, public administration or other closely related field;

And

Experience: Five (5) years experience in the field of systems analysis, systems engineering, programming, database administration and/or analysis, operating systems, network analysis and/or management, business requirements or a similar field in a multi-platform information systems environment. Two (2) of the five (5) years must include supervision.

Substitution: Additional relevant full-time experience may be substituted for the Bachelor's Degree on a year-for-year basis.

Or II

Experience: Three (3) years experience in the class of Enterprise Architect or Enterprise Business Solutions Architect or in a position performing the equivalent full-time duties, in Sacramento Superior Court service as verified in writing by the candidate’s manager. Two (2) of the three (3) years must include supervision.

Or III

Experience: Four (4) years experience in the class of Senior Information Technology Analyst or in a position performing equivalent full-time duties, in Sacramento Superior Court service as verified in writing by the candidate’s manager. Two (2) of the four (4) years must include supervision.

Knowledge Of

  • Principles and practices of management and organizational theory, including planning, organizational design, business finance, budget preparation and administration, business development, project management and organizational effectiveness.
  • Principles and practices of supervision, discipline, leadership, mentoring and training.
  • Applicable federal, state, and local laws, codes and regulations.
  • Operational characteristics, services and activities of assigned programs and functions.
  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases and other specialized applications related to area of assignment.
  • English usage, spelling, grammar and punctuation.
  • Principles and practices of public administration as it relates to the management of computer systems operation and support, local and wide area data communications and a variety of telecommunications systems.
  • Principles of advanced computer technology and platforms and systems development life cycles.
  • Principles and techniques of software systems and quality assurance and control.
  • Design, installation and maintenance of distributed, client/server and desktop computer operations.
  • Principles of process design, management and improvement.
  • Principles and practices of technical problem solving.
  • Principles, practices and techniques of providing customer service.
  • Principles and practices of producing effective project and technical documentation.
  • Programming languages and job control language and restart and recovery concepts.

Ability To

  • Interpret and apply applicable federal, state, and local laws, codes and regulations.
  • Apply customer service skills, including the identification of customer needs and follow up to ensure customer commitments have been met.
  • Gain cooperation through discussion and persuasion.
  • Interpret and summarize a variety of data and information.
  • Exercise discretion and maintain confidentiality of information.
  • Supervise, coordinate and manage Information Technology related activities.
  • Understand highly complex Information Technology systems and issues.
  • Translate complex technical concepts when working with judges, court management and staff.

Typical Working Conditions

Work is performed in an office environment; continuous contact with other staff and the public.

Other Requirements

Must be able to pass a criminal history information background check.

Hours of Work- Incumbents may be required to work irregular hours and on-call.
