The Parrying Dagger can be purchased from 
Patches (NPC) in 
Murkwater Cave for 1600 Runes. If the player kills Patches during their encounter, they can purchase the dagger from the 
Twin Maiden Husks at 
Roundtable Hold after giving the NPC 
Patches Bell Bearing.
