This Talisman can be purchased from War Counselor Iji during Blaidd's questline. After you kill the Bloodhound Knight Darriwil, you can tell Iji that Blaidd sent you. After that, he will stock the item.

Additionally, Iji will start selling this item after talking to Ranni the Witch and the other NPCs at Ranni's Rise for the first time.
