Envoy's Amulet can be found in the Myconid Colony of the Underdark Region. Specifically, it's a reward for completing the 'Deliver Nere's Head' quest. This means that you will have to kill Nere, take Nere's Head, and return it to Spaw in the Myconid Sovereign. You can find Spaw at the location below in the Underdark.
