Align Samples/WindowsAIFoundry/cs-winui with release/2.0-stable@5327f5c4. Remove the experimental VideoScaler and ImageForegroundExtractor scenarios from PRs #592 and #594, update the TextRecognizer example, and use the stable 2.1.3 package selected by PR #638. Retain baseline encoding and later fixes, record the completed Windowing packaging review, and document remaining cross-project runtime normalization work. The targeted build is blocked by a missing Crossgen2 8.0.30 package, reproduced on the committed baseline. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>

Add LoRA samples in the WindowsAISample project as part of the update to consume WASDK 2.1.3.
This is an existing sample ported from the
release/experimentalbranch as a result of the LoRA GA to stable.Target Release
WASDK 2.1.3.
