Upgrade Docker Baseimage to Ubuntu 24.04 Noble Numbat (LTS)

Switched the Docker Tomcat Image from Ubuntu Jammy Jellyfish (22.04) to Noble Numbat (24.04.)

No previous experience with this. (sometimes github has a problem - not sure what is happening here)

After I solved the Docker based Problems with PIP Installation, there are failing tests now, where I dont understand how they are triggered by a changed OS version.
I'm not able to run this processes at my local system, so I can not solve this problems.
If anybody will proceed this pull-request yolu are welcome, otherwise I will delete this pull-request in the next days.
