WGLC I sent out had an empty "File can be retrieved from:" #11041

Describe the issue

I just sent out a WGLC for a draft in AVTCore using the datatracker tool - the message is visible at https://mailarchive.ietf.org/arch/msg/avt/to83wroLLJODvC4NdKZp2jWLr-o/ .

The text of the message includes a paragraph that reads "File can be retrieved from:" with nothing after it.

I sent the default text that the tool generated for me. If this is something that I was supposed to edit in the page to send the WGLC, I didn't notice it.
