docs: prepare v0.0.115 documentation

• This cumulative release documentation PR remains a draft before release cutoff. Its own release procedure requires the dated v0.0.114 changelog entry and final documentation before approval, but this diff contains only the command-reference addition. A maintainer must decide that the release coverage is complete and add the release entry at cutoff.
