Using the latest Pre packages. If you go to project validation uder XR Plug-in Management and look at the entry for [MRTK3] MRTK3 profile may need to be assigned for the Standalone build target, there is a question mark icon that should take you to a relevant page. That link 404s for me.
Note this is not a regression with the Pre packages.
