This PR updates all US sections of the GPP to reflect updates made to the Fifth Amended and Restated MSPA.

These updates are open for public comment until September 11th, 2026. Comments may be submitted by sending an email to support@iabtechlab.om or as comments on this PR.

Changes:

• The MSPA US National Section (Section ID 7) updated to use the new string structure that was introduced with the Maryland, Indiana, Kentucky, and Rhode Island sections allowing for improved flexibility and future-proofing.
• The MSPA US National Section (Section ID 7) simplified to include just the following fields in the Core Subsection: MspaVersion, MspaNotice, MspaOptOut, MspaId
• Addition of the MSPA List Specification, a specification for the updated MSPA signatory list json file that participants may use to determine the MSPA ids of other signatories and Certified Partners
• All US state sections (Section IDs 8 - 27) updated guidance on usage of MSPA-related fields:
  • Where MspaVersion is included, this must always be 0
  • Where MspaCoveredTransaction is included, this must always be 2, not covered
  • Where MspaMode is included, this must always be 0, not applicable
  • Where MspaOptOutOptionMode is included, this must always be 0, not applicable
  • Where MspaServiceProviderMode is included, this must always be 0, not applicable
• Other miscellaneous cleanup:
  • Added links to all section specific specifications in Section Information
  • Formatting updates in all specs
  • Fixed broken links to Global Privacy Control (GPC) documentation
  • Updated all usage of the term 'segment' to 'subsection' for consistency
