Some of these characters are underrated, and many would not expect them to win in a battle against Goku. However, a lot of them have a trick up their sleeve in order to win.
Light Yagami

In Death Note, Light Yagami possesses one of the easiest methods to remove someone from Earth: the Death Note. In this notebook, all he has to do is simply write down a person's name, and they will die immediately. The automatic cause of death is a heart attack, but if Light Yagami writes down a specific method before 40 seconds are over, the person will die through the written means.

When he is up against other opponents as well, his strength increases rapidly, and he has done impressive feats such as sneezing away part of Jupiter, defeating entire celestial structures, and more. He also completely removed his 'limiter', allowing him to continue to increase his strength.
