Unfortunately, Lucy mostly works with Rebecca, as both their kits are designed to complement each other. In fact, Rebecca is mentioned multiple times in Lucy's kit, such as in her Intro and Inherent Skills. You can still build a team around Lucy, but it won't be as effective, especially an F2P Lucy team in WuWa. The good news is that Rebecca is an F2P character, which means she's always ready to join Lucy's WuWa teams.

Here are the best teams for Lucy in Wuthering Waves.

Lucy premium team: Lucy + Rebecca + Mornye
Lucy F2P team: Lucy + Mortefi + Verina

Lucy + Rebecca + Mornye

In this Lucy team, both she and Rebecca operate as Sub-DPS units. The main idea is to quickly rotate between them, as they both buff each other and deal high DMG. Lucy enhances Rebecca's DMG, Hack DMG, and Basic Attack DMG. This becomes extremely important when Rebecca joins the field, as she makes the most of these buffs. When Rebecca is done, she can leave the field, providing many similar buffs, including a huge Heavy Attack DMG bonus for Lucy to enjoy.

As for Mornye in Wuthering Waves, she operates as a healer who can also support her team by increasing their DMG. More importantly, Mornye increases the team's off-tune buildup rate, which synergizes with Lucy and Rebecca's Hack mechanics. While Lucy and Rebecca are irreplaceable, you can replace Mornye with good healers like the Shorekeeper or Verina in WuWa.

Mortefi operates as an off-field Sub-DPS who greatly increases Lucy's Heavy Attack DMG while also launching tons of off-field Fusion attacks whenever she triggers a Heavy Attack. This is how both characters synergize, as all of Lucy's kit is considered Heavy Attack DMG.

After Mortefi, the team still needs a healer to help with the team's sustainability. This is where Verina works as an F2P support in WuWa. It's important to note that you can replace Verina with any supportive character, as long as they can keep Lucy and her team alive during combat.
