If the Marvel Cinematic Universe has taught us anything, so-called Super-Soldier Serums simply amplify the subject's existing qualities. This is why Abraham Erskine gave his serum to Steve Rogers (a man of pure heart). When Hydra tries using the same serums on their own goons, they create more horrific monsters.
If the same rules apply to Overwatch's own verison of Hydra aka Talon, then, they're gonna have a bad time.
