I have always questioned, the Logia class devil fruit turns their user into an element. Like smoke, fire, lightning, etc, etc, so is there one that turns the user to water? Or possibly more interesting sea water?
The Titan-A seen in Picard season 3 was NOT the ship that Riker took command of at the end of Star Trek: Nemesis. The Titan Riker original commanded was the previous ship to bare the name 'Titan'. Although Riker did take temporary command of the Titan-A.
Well, Wesley and Tara are both dead. Oz showed in his final appearance that he could control his transformation. He could also loss it but it has been years.
