No. Its actually a misconception that Kid Buu is the strongest. Buuhan (after absorbing gotenks, Gohan, and piccolo) was easily the strongest. Goku knew he HAD to fuse to defeat him (and he did). Against kid Buu, he felt he didnt need the fusion. He was even willing to fuse with tien to defeat buuhan.
So, no. The misconception is on your end. Not the other way around.
He's pretty strong actually. Yes there are stronger characters, but he's still stronger than most major characters like Luffy, Deku, Tanjiro, Ichigo....so yeah, hes pretty strong.
