One Piece: 5 Characters That Were Equal To Davy D. Xebec

Rocks D. Xebec was a pirate who roamed the seas of One Piece during Roger's era. He was the captain of the Rocks Pirates, who were arguably the strongest crew of their time. He had total control over his pirate crew, which had strong pirates like Big Mom, Kaido, and Shiki. He was a pirate whose fear engulfed the world, and he performed some of the most absurd feats of strength in the entire series, such as being able to kill an Marine Admiral when he was a young pirate, destroying a Gate of Justice on his own, and besieging Marijoa to capture 5 kings.

Furthermore, on top of all such feats, he was on par in terms of strength with titans of that time. He wasn't a pushover; his legacy was such that even the World Government wanted to erase it, as his name was a threat that they couldn't ignore. There are only a few characters that are of the same caliber as this man and have earned his respect and admiration.

5 Gol D. Roger

Roger was the King of the Pirates who achieved this title by conquering the Grand Line. He was a powerful individual whose strength was a level only a few people could reach. He was a user of Advanced Conqueror's Haki, which only a handful of people have demonstrated in the series. Roger constantly fought against Whitebeard and Garp, two of the strongest characters in the series. Furthermore, he achieved these feats without a Devil Fruit and while being sick from an illness. There isn't an indication that it impacted his strength, but it's still impressive nonetheless.

4 Monkey D. Garp

Grap is the strongest fighter that the Marines have to offer. He kept the Marines in the race of dominance during the old pirate era alongside Sengoku. Garp possessed monstrous strength through his hard training sessions. His Haki was at the level of Roger and is capable of destroying mountains as well as an island with one hit. He helped Roger beat Domi-Reversed Xebec, and even in old age, Garp was able to fight against Aokiji. It took the bulk of the Blackbeard Pirates to capture him.

3 Whitebeard

Whitebeard was once an orphan who wanted nothing but a family for himself and to give those like him a place they could call home. This became a driving force that made him into the man he was. Whitebeard's strength was on par with Roger's and Garp's, both of whom respected his power. He was an advanced Haki user and had a powerful Devil Fruit that could destroy the world. Furthermore, he is one of the few characters that have defeated an Admiral and done so in three hits.

2 Harald

Harald was the just King of Elbaf who wanted a better life for his people. He was a capable individual whose strength was recognized by Imu himself. Harald was a friend/rival of Xebec himself. It was stated by Rocks that if they joined forces, they would be unstoppable. He clashed on multiple occasions with Rocks, and all of their battles ended in stalemates, which really says a lot about Harald. He was a phenomenal Haki user on top of all this. Furthermore, he is the only one that was granted the opposition of Holy Knights.

1 Sengoku

Sengoku is a renowned Marine who is known for his battle tactics and skilled leadership. He ensured the Marines won the war of Marineford against the Whitebeard Pirates. He is also a very capable fighter who has served as a Vice Admiral during Rocks' era. His Devil Fruit is a Mythical Zoan that allows him to turn into a golden Buddha, which has offensive powers that rival Whitebeard's Gura Gura no Mi. There isn't much known about his powers, but Roger has stated that only Grap and Sengoku were capable of fighting against him and his crew. This makes Sengoku one of the few whose strength is respected by the Pirate King.
