You can pick up the Neverness to Everness side quest called 'Seeing is Believing' as soon as you complete the initial tutorial and are left free to roam the city. The quest starts off with you speaking to Violet at the flower shop called Hillside Blooms (it's in Bridge Crossings). Ask about the strange box to start off the quest sequence.
To be transparent, as long as you track the quest in the menu, 90% of the quest will be pretty straightforward. You'll have to speak to several shopkeepers to get intel on the anomaly situation, but towards the end, you'll need to sit and gather your thoughts to dig deep into what's actually happening. This is the part of the quest that will give players the most trouble, so you can just scroll down to the bottom of the guide to get those answers (and the answer on who the perpetrator is).
To track quests in Neverness to Everness, open the menu and scroll to the second page on the right and hit Quests. You'll see the 'Seeing is Believing' quest; just highlight it and press the Y button (Xbox) or the Triangle button (PS5).

- Speak to Violet at the Hillside Blooms flower shop.
- Talk to the Fruit Shop Owner.
- Talk to the Butcher Shop Owner.
- Check out the Shops near the square to find and speak to Ekko at the DSD Pop store.
- Check out the coffee shop across the square and speak to Grace.
- Go to the Vintage shop, and a cutscene will start with Good Joe and a JTF Captain.
- Sit down at the nearby table to organize your thoughts.
- Speak to JTF to share your clues.
- Return to the flower shop.
Sit Down and Organize Your Thoughts: Correct Answers
After the dialogue with Good Joe, head to the nearby table to sit down and organize your thoughts to figure out the predicament. If you don't choose the right responses, you'll be stuck in a loop, so here are the answers you need to choose:

Once you have successfully answered the questions, speak with the nearby JTF Captain to share your findings. You'll have to choose who the perpetrator of the scam is, and the answer is: Delivery service personnel.
