To put it simply, Lost Tales in NTE is there to help you discover a mini-quest you may have missed. The task varies based on which NPC you're interacting with, so there's no singular answer to your Lost Tales. You must listen to the NPC and figure out what you need to do yourself. Some people have simple tasks like asking for a picture, while others are more cryptic, mentioning a mystery or anomaly. At times, you may not even find anything on the marked spot, even after trying all the hours and all the weather of the day.

Lost Tales Quest In NTE
Lost Tales in NTE is a part of the Fortune Telling section of the Witch's House. When you choose this divination, the Blackbird will mark the map with a Lost Tales icon. However, when arriving there, you may not know what to do.
From my experience, the Lost Tales don't point you to a normal quest. Instead, it's a random NPC mini-quest. There are times when I can't find the quest it marked, but I have successfully found and solved some of them.
Some markers lead you to the "end" or the "start" of a mini-quest. If you can't find anything, you may be at the "end" spot. If you found something but don't know what to do next, you may be at the "start" spot and need to find what to do next. You may also be led to the "middle" of the mini-quest.
Even after solving the quest, the marker will remain there. I assume this is normal, since the Treasure Hunt marker remains on the map even after I collect the item (it always points me to an Oracle Stone so far). Maybe the developer will patch this in the future, and they should, as it's a little confusing at the moment.
Since the Lost Tales only point you to something that's available in the world, you don't need to use this feature to trigger the mini-quest. Instead, it serves as a way for you to discover something you may have missed.
The random NPC mini-quest has various tasks, like doing an action, taking a picture, finding an item, interacting with an object, and so on. There's no exact answer, and the solution to your Lost Tales depends on which NPC quest you're triggering. You may also need to change the time since some NPCs only appear at certain times.

Curious Kid Lost Tales In NTE (Unheard Shores Wertheimer Tower's Orichalcos Imaginist)
After getting the Day Off Arc on another account, I skipped the part where I could get the World Changer achievement. To my surprise, I got the Curious Kid as my Lost Tales the next day. I know that I don't need the Witch's Lost Tales marker to trigger this Easter egg, since I've done it on another account without the Lost Tales.
To solve this mini-quest, equip the Day Off Arc, talk to the kid, then activate the Arc's skill, which triggers an eclipse. Then speak to the kid again.
Demon's Shadow Lost Tales In NTE (Clement Academy)
Another example is the Lost Tales I found in Clement Academy. When I arrived at the marked area, I found three students talking. They mentioned something about Demon's Shadow. They said that there's a scary shadow that appears on the buildings north of the school, but only past midnight and before dawn.
You can trigger the Lonely Player Anomaly Commission if you visit the Clement Academy at night.
I switch time to midnight, then look for this Demon's Shadow. I found the so-called shadow and put an end to it, then I returned to the school the next morning.
Now, the three students talked about how the Demon's Shadow had disappeared, indicating that I had completed the mini-quest.
I tried the same steps on another account without the Lost Tales marker, and it worked normally.
So, all in all, Lost Tales is not a singular quest, but rather a marker for random NPC mini-quests. The trigger and the solution for the mission will vary based on which NPC you're seeking or interacting with.
