While writing the villains in Naruto, Kishimoto made it a note to make them as interesting as possible. He gave them compelling backstories and a complex morality. In certain cases, the author even made it a point to give the villains their own redemption arcs. However, not all of them were worthy of being redeemed. 7 Orochimaru

In many ways, Orochimaru was the main highlight of Naruto Part 1. The way he was introduced sent shivers down the spines of the viewers. Orochimaru was completely evil and had no remorse for his actions. He conducted human experiments, which more often than not ended in the death of the test subjects. If that wasn't enough, he even attacked the Hidden Leaf village, which resulted in the death of Hiruzen Sarutobi. Considering his past, he should have been severely punished, but somehow he wasn't.
6 Obito Uchiha
- Affiliation: Hidden Leaf, Akatsuki
One can feel bad for Obito and still criticize his actions. It's true that he was made to suffer due to the actions of his ancestor and Black Zetsu, but at the same time, he did have a choice. Obito could have given up on his life and entrusted the future to his best friend, yet he chose to unleash the Nine Tails on the Hidden Leaf. Obito didn't stop there. He manipulated the Akatsuki from the shadows and then eventually started the Fourth Great Ninja War. His actions were inexcusable, and he should have never been redeemed.

5 Itachi Uchiha

Itachi was a victim of the spiteful nature of Danzo and the other elders of the Hidden Leaf. While he deserves pity, it doesn't mean he should have been redeemed by Masashi Kishimoto. It's hard to overlook the fact that Itachi massacred his parents and several other members of the Uchiha Clan. He even used a high-level Genjutsu on Sasuke, who was just a kid. Itachi's actions traumatized Sasuke, and he was forced to live a life without his parents. Instead of forcing his younger brother to deal with such an absurd amount of trauma, he could have been honest with him.
4 Zabuza Momochi

Zabuza is one of the standout characters in Naruto. He was introduced in the first half of the story, and it barely took him any time to make an impact on the viewers. Zabuza came off as a malevolent individual who would hurt anyone for some money, and to some extent, it was true. Zabuza killed several people during his time as a mercenary. Yet he somehow was redeemed. Zabuza was an evil person, and he should have never been given a proper sendoff.

3 Madara Uchiha

Madara Uchiha led the Uchiha clan during the Warring States Period. After fighting for years and losing members of his family, Madara was tired, which is why he decided to stop the wars. He allied with the Senju clan and created the Hidden Leaf village.
However, the darkness in his heart was exploited by Black Zetsu, and it sent him down a rather destructive path. Madara manipulated Obito and resulted in the deaths of multiple people. In his mind, Madara was working towards peace, but the truth was that he was selfish and self-centered.

2 Kabuto Yakushi

Kabuto Yakushi was fascinated by Orochimaru's ideology, which is why he decided to follow in his footsteps. Kabuto was also impressed with Orochimaru's dedication towards his goal, which is why he did everything in his power to help the legendary Sannin. Kabuto was involved in murder, kidnapping, and many immoral experiments. While committing all the heinous crimes, he never thought about the repercussions.
After Orochimaru's "death," Kabuto mastered the Impure World Reincarnation and helped Obito to start the Fourth Great Ninja War. The undying summons caused a lot of chaos during the war, and they also killed many ninjas. Instead of being punished for his actions, Kabuto was allowed to run an orphanage.
1 Nagato Uzumaki

Make no mistake, Nagato Uzumaki is one of the most well-written characters in Naruto, but that doesn't mean he was deserving of redemption. For years, Nagato led the Akatsuki and made them hunt down jinchuriki. Once the group found a jinchuriki, they would subdue it and then extract the tailed beast. Fans will know that a jinchuriki died when their tailed beast is extracted, so almost every person caught by the Akatsuki was killed.
Aside from tailed beast extraction, Nagato oversaw other missions, which led to the deaths of countless other people. He even killed Jiraiya and later destroyed more than half of the Hidden Leaf. While he did revive the countless souls killed by his attack, his other actions cannot be overlooked.
