Anticipated Hiring Pay Scale: $94,140.80 - $105,955.20 Annually
Definition: Under general direction and administration, the Assistant Project Manager performs a wide variety of complex tasks and activities as it relates to assisting and supporting Department Managers in managing, planning, development and oversight of the Housing Authority's development and real estate services, and/or construction services.
Essential Functions
Under general direction and administration, the Assistant Project Manager assumes responsibility for assisting and supporting the Department Managers in managing, planning, development and oversight of the Housing Authority’s development and real estate services, and/or construction services, including but not limited to real estate acquisitions and repositioning of HACLA owned properties, the preparation and submission of grants, Low Income Housing Tax Credit (LIHTC), CDLAC tax exempt financing, Bond and Mixed income financial applications and transactions, relocation planning, capital projects, capital fund planning, overall project management, design, construction services activities, and environmental reviews. Will assist Department Managers in conducting, facilitating, and overseeing all aspects of due diligence including but not limited to title, civil, geotechnical, environmental, entitlement, market studies, procurement preparation and implementation, issuance and evaluation of Requests for Information/Quotes/Proposal, and contract executions. The incumbent will assist and participate in the development of policies and procedures, preparation of department reports, review of HUD, LIHTC, CDLAC and other related affordable industry technical regulations and guidelines to ensure adherence and compliance of contractual obligations; interprets legislation, administrative orders, regulations, policies and procedures.
The Assistant Project Manager will be responsible for conducting operational and financial analysis of department related activities, making recommendations, project ownership partnership activities, and the implementation of strategies in the developments owned or operated by the Housing Authority or affiliated partnerships and organizations. Conducts special studies and prepares comprehensive reports related to economic development, real estate activities and/or construction services. May be required to drive a vehicle to different sites and/or locations. Performs other tasks as required.
Qualifications
Education: Graduation from an accredited college or university with either a Bachelor’s or Master’s degree in Public or Business Administration, Finance, Economics, Real Estate Management, Engineering, Architecture or closely related field.
Experience: Three (3) years’ experience in project management, real property financing/development/construction in government-assisted development programs or affordable housing; knowledge of applicable programs governing the development of affordable housing preferred including proforma development and analysis; familiarity with Low Income Housing Tax Credits (LIHTC), TCAC and CDLAC regulations/procedures and other affordable housing financing sources is desired.
Special Requirement: Possess a valid appropriate California Class C driver's license.

- CalPERS will make the determination regarding the type of membership for which the eligible employee will qualify.
- Annual leave accruals vary, depending upon the type of job/position (membership in employee organizational group) and years of service. Length of service increases accrual rates by employee organizational group when service requirements are met.
