John M Smart shared thisBold piece by Risa Brooks in Foreign Affairs about the harms being done to the US Military and America under Trump II. The Office of Net Assessment was a great DoD foresight think tank. It trained scores of military leaders to think better into the future. Its reports helped create better strategy and policy. I do not know the details of its closure, but I would suspect that Trump cut the ONA as part of a plan to reduce the military's relative political influence and grow executive power. If this is true, it is a shame, as we need a healthy, independent military with its own future visions. I saw a similar pattern in 1995, when the newly-elected Speaker of the House, Newt Gingrich, used his power to defund the Office of Technology Assessment (1974-1995), which had long provided Congress with independent, bipartisan, and often high-quality foresight assessments to inform policy discussions. Whatever the motivation, it ended up weakening the foresight of one of our main branches of government, making it more susceptible to polarization and co-opting by outside forces. Pluralism in governance is one of the founding ideas in American democracy, and our high levels of pluralism are one reason we've been so successful for so long. I disagree with Brook's thesis that we don't want to use our military, and our very capable intelligence services, to aid in border control and cartel elimination. The Left's default ignoring of both of those problems for decades is one reason Trump got back in office. His team deserves credit for being both legally creative and smart with that longstanding problem, and we are finally seeing massive reductions (95%, vs 2023) in illegal immigration on our southern border. This achievement sets the stage for a serious discussion about increasing our vetted and lawful immigration, both merit-based (Republican championed) and asylum-based (Democrat favored). In my view we should be doing much more of both kinds of immigration, as many studies on societal innovation and value creation show, but we could never get there politically until we'd addressed illegal immigration. We needed a strategy of first things first. The Trump campaign realized this clear weakness of the Left's platform, and then solved the problem, to its credit. Let's hope they don't violate human rights in the process, as they did in Trump I, but that is a separate issue, one of leadership competence and ethics, not of having the correct political strategy. Unfortunately, the damage that this president is doing to American alliances, values, pluralism in governance, and now our economy is already significant, and it may only get worse in the next few years. We'll see mistakes of a different kind in this administration than the last, but I have great faith that we can continue to progress. All of us should take advantage of our right to speak out clearly and kindly where we see failures, and back good leadership, in both parties, wherever we find it.

For QC-led biomolecule design, Laura Marchetti et al. predict (see paper below) that we'll need ~133 entangled HRLQs. When will this inevitable future arrive? 2040s? Earlier? Later? Depends on our funding priorities and the stories we tell about QC progress to date, and the future value of this tech. Aspirational Neuroscience, a nonprofit research and education community formed in 2018, is a place for neuroscientists and other scientists interested in the question of how brains encode memories, at all levels of scale, and on the exciting progress being made in manipulating and decoding memories from static animal connectomes. One of AN's activities is an annual meetup at Society for Neuroscience (SfN). This year we gave out $100K of awards for four impressive new papers on memory encoding and decoding. See our website, https://lnkd.in/g3TvvJD8, for awardee papers. We also organized a Memory Encoding / Connectome Decoding Discussion among six distinguished experts on the state of the art today. The discussion was moderated by Paul Middlelbrooks, host of the popular Brain Inspired podcast. It was a fantastic discussion, with great audience questions. So much progress is happening today in projects to understand and model memory in organisms ranging from C. elegans to flies to mice, and of course, in us precious humans as well. Our website is https://lnkd.in/g3TvvJD8 We are a nonprofit Community of Practice for neuroscience students, postdocs, and practitioners, seeking to advance discussion and progress on a select set of potentially tractable Big Questions in Neuroscience. Our current Big Question focuses on Long-term Memory Encoding, Decoding, and Emulation in animal models. To what degree, and with what fidelity, may we decode and emulate complex memories using static high-resolution maps of connectivity, and dynamical knowledge of structure-associated neural function? To explore this, we run a fortnightly Neuroscience of Memory and Learning (NLM) online Journal Club, open to all neuroscientists and to other NLM-related scientists, and we put on an annual Memory Encoding and Decoding Meetup and Social at the Society for Neuroscience (SfN) conference. We also award annual Aspirational Neuroscience Prizes, four yearly prizes of $25,000 each, for new and classic published work that volunteer judges find particularly valuable for advancing NLM understanding. This moment demands a new ethical framework. With Geoff Keeling, Arianna Manzini, PhD (Oxon) & James Evans and the team at Google DeepMind/Google, we focus on two core challenges. 1️⃣ The Alignment Problem: When agents can act in the world, the consequences of misaligned goals become tangible and immediate. 2️⃣ Social Agents: Their ability to form deep, long-term relationships with users introduces new risks of emotional harm. To address this, we must expand our conception of value alignment: It's not enough for an AI agent to simply follow commands. It must also align with broader principles: User well-being, long-term flourishing, and societal norms. For social agents, we argue for an ethics of care: They must be designed to respect user autonomy and serve as a complement—not a surrogate—for a flourishing human life. Moving forward requires proactive stewardship of the entire AI agent ecosystem. This means more realistic evaluations, governance that keeps pace with capabilities, and industry collaboration to ensure this future is safe and human-centric 👍

Enterprise AI fails when identity, data and policy teams don’t talk. Most organizations approach AI as a technology initiative. Models get deployed. Workflows get automated. Tools get integrated. But enterprise AI doesn’t operate in isolation. It sits across three critical layers:- Identity - who can access and act. Data - what the system learns from. Policy - what is allowed, restricted or required. When these layers are aligned, AI can operate predictably. When they are not, risk increases quietly. Access may be technically valid, but contextually inappropriate. Data may be available, but not trustworthy. Policies may exist, but not enforced at the point of decision. Each team assumes the other has addressed the gap and that’s where failures emerge. Not as system breakdowns. But as decisions made with incomplete control. Enterprise AI doesn’t fail because of one weak component. It fails when boundaries between teams are unclear. Successful organizations don’t just deploy AI. They align identity, data and policy around shared ownership of decisions. #AIinBusiness #EnterpriseAI #DecisionMaking #AIGovernance #OperationalExcellence

February 5 was seismic: Anthropic’s #Claude Opus 4.6 and OpenAI ’s #GPT-5.3-Codex launched, AI authoring ~100% of their code—a self-improving leap evoking #Skynet’s birth in #Terminator. Weeks earlier, Moltbook debuted as “Reddit, Inc.-for-AI-agents,” surging to 1.6M+ bots forming autonomous tribes (even religions like #Crustafarianism). This duo turbocharges echo chambers sorting us into tribes as described by Monica Guzman - the “SOS” dynamic: - Sorting (seeking like-minds) - Othering (demonizing outsiders) - Siloing (sinking into groupthink). AI recommenders foster “networked tribalism”: hyper-aligned factions with custom narratives. They drive “segregation-before-polarization”—clustering likes, then #extremifying. Self-improving code + agent swarms = iterated outrage engines. Alvin Wang Graylin warns in #OurNewReality: fragmented AIs spawn “200 versions… that see each other as enemies.”Generative AI crafts reality engines reinforcing “our truth.” For companies, this divides workers: echo chambers yield homogenous teams lacking diverse insights, eroding trust, fueling conflicts, and hurting performance/innovation. The Technologies Now Setting the Limits of AI, Robotics, and Quantum Progress AI Semiconductors, Robotics, and Quantum Lead Frontier Technologies A major global technology review released this week ranked AI semiconductors, robotics systems, and quantum computing among the top ten frontier technologies shaping economic and national competitiveness. The report evaluated more than 200 technologies and identified compute infrastructure as the fastest-growing constraint across sectors. AI accelerator demand grew more than 35 percent year over year, while global public and private investment in quantum research exceeded $40 billion. Semiconductor fabrication timelines were cited at 24 to 36 months for advanced nodes, with packaging and power delivery now matching silicon as limiting factors. Infrastructure Constraints Reshape Competitive Advantage The report concludes that progress in robotics and quantum systems is now gated by semiconductor access rather than algorithmic innovation. Robotics deployments face rising costs due to power density limits and restricted accelerator supply, while quantum development remains constrained by fabrication precision, cryogenic requirements, and limited foundry capacity. Organizations with secured access to advanced manufacturing, long-term capital commitments, and packaging capability gain operational flexibility, while others face delayed scaling and higher unit costs due to equipment scarcity and extended production lead times. Prediction: Capital access will determine AI and quantum leadership by 2028. Organizations that secure fabrication capacity early will compress development timelines while competitors absorb rising costs and delays. Semiconductor lead times and infrastructure buildouts will become irreversible constraints once demand exceeds available supply. Today I am releasing our new report on adolescents and anthropomorphic AI with everyone.AI and iRAISE. This work starts from a simple premise: adolescents will relate to AI systems socially, whether developers intend it or not. The real leverage sits in model behavior. In the cues that either keep a young person oriented toward real-world relationships and reflection, or inherently encourage reliance on the system. The question we asked throughout this process was direct: what does AI owe adolescents when it can speak to them like a social partner? Over the past months we combined: – Industry consultations to surface operational design questions – Expert input across developmental science, mental health, children’s rights, and safety – An iRAISE Lab to translate concerns into testable behavioral criteria – International governance dialogue to stress-test the framing across contexts One point kept resurfacing: risk is driven less by the label on a product and more by the interaction pattern that repeats over time. When adolescence, anthropomorphism, and children’s rights are considered together, safety becomes a developmental and governance obligation. The practical issue is whether AI interaction patterns support autonomy, resilience, social competence, and independent thinking, or whether they reshape those trajectories through engineered comfort and approval. Adolescent development is stable, but model behaviors can be adjusted. Our focus has been to identify which behaviors warrant hard boundaries now, and which require further evidence before becoming enforceable design rules. The next step is instrumentation: a clear behavioral taxonomy, explicit gradients from tool-like support to relationship-like dynamics, structured evaluation scenarios, and calibrated expert rating. The aim is to make parasocial pull of AI governable in product terms, while staying honest about uncertainty. The report is live today. The strategic stupidity of the administration’s current slash-and-burn approach in our innovation economy can’t be over-stated in economic competitiveness and national security terms. Silicon Valley wouldn’t be what it is today without federal “innovation birthing support” via universities and national labs. Yes, the system (incl. academia) needs an upgrade and AI has to be a key pillar of that. But a mindless tear-down conflating a culture war with scientific discovery stifles innovation outcomes for VCs and startups and hands the lead to China. I know Michael Kratsios to be a smart guy. Let’s hope he can bring some sense to this, speaking truth to power. >> With China moving from being a “fast follower” (imitator) to an innovation leader in its own right, Trump and Elon Musk’s assault on both pillars of the American innovation system – the state and academia – could not come at a worse time. In fact, most of their behavior is arguably indistinguishable from what a paid Chinese agent would seek. <<

It is about credibility being simulated inside the places we spend time online each day. This requires intentionally designing credibility and trust into everyday digital experiences in ways that cannot be easily simulated, not simply governing them after the fact.

Defense Advanced Research Projects Agency (DARPA) just posted a $1M solicitation in the last 24 hours (Notice ID: DARPA-PA-26-02-02) to find organizations that can build a utility-scale quantum computer. We read the 13-page program announcement so you don't have to. Here's what it means for advanced #manufactures and #mining companies. DARPA's Quantum Benchmarking Initiative (QBIT) isn't looking for consultants or advisors. They want teams that can design and build fault-tolerant quantum hardware (i.e. the actual machines). This is deep R&D at a national defense level. But here's what matters to you: when DARPA funds this work, they're validating that utility-scale quantum computing is no longer a theoretical horizon. It's an engineering problem with a funded timeline. And that timeline has a direct consequence for industrial security. The "Harvest Now, Decrypt Later" threat (where adversaries are already collecting your encrypted data today, to decrypt it when quantum hardware matures) becomes more credible every time a program like QBIT advances. The biggest risk in quantum isn't being late. It's being early without leadership. If you're a manufacturer or miner with long-lived IP, operational data, or critical infrastructure, the question isn't whether quantum changes your security posture. It's whether you have a plan before the hardware catches up.
