Joyner will oversee operations and growth strategy for the Mission Solutions business area and lead program delivery and business development for Valkyrie’s highly differentiated technical solutions. “Serving at the intersection of operational domain knowledge, technical expertise, and acquisition acumen, Joyner is uniquely positioned to lead our business in addressing some of our Warfighters’ most complex challenges.” - Josh Jackson, CEO of Valkyrie. Joyner brings to the role more than 23 years of experience in defense technology and federal contracting. Prior to joining Valkyrie, he served in the United States Army and retired from the Army Reserve in 2024. Following his Army active duty service, Joyner joined SAIC to lead engineering and analysis departments in the capture, growth, and delivery of technology development and integration efforts for complex DoW tactical and training systems. Joyner then joined Deloitte Consulting where he led digital transformation strategy, growth, and delivery efforts for business systems and applications. He holds a B.S. in Mechanical Engineering from Auburn University and an M.S. in Systems Engineering from the University of Alabama - Huntsville. He is a PMP and CMSP-Master certified professional.

Matthews will be responsible for enterprise operations, integration, capture enablement, and digital transformation. He will focus on strategic implementation priorities to align with Valkyrie’s focus on scaling advanced solutions with speed and reliability. “Matt’s proven operational leadership, transformation expertise, and strategic vision will ensure the entire Valkyrie enterprise is executing with excellence and accelerating readiness through innovation” Josh Jackson, CEO Valkyrie. Matthews brings to the role over 25 years of experience in the government contracting industry. Prior to joining Valkyrie, Matthews served as the Chief Delivery Officer for CSA. In that role, he led all delivery operations for defense and national security customers, conducted business development activities, and provided strategic planning. He joined CSA in 2021 as Vice President of the company’s Army and Other Agencies business unit. Matthews also served as the Director of Operations at Capstone Corporation, a program manager and capture manager at SAIC, and a senior consultant at Booz Allen Hamilton. He holds a bachelor’s degree in Foreign Affairs from the University of Virginia and a master’s in War Studies at King’s College London.
