About us
The Office of the Special Narcotics Prosecutor (SNP) serves the People of the City of New York by promoting the fair and equitable administration of justice for those of all races, colors, genders, sexual orientations, religions and nations of origin. Our mission is to protect the public and prevent overdose deaths by investigating and prosecuting high-level narcotics trafficking organizations and illicit prescription drug distribution networks, and by responding to community complaints about persistent drug activity and associated violence. Targeted prosecutions and alternatives to incarceration are essential components of an effective strategy to save lives and reduce arrests. SNP is built on a task force model and collaborates closely with the city’s five District Attorneys, who appoint the Special Narcotics Prosecutor. The office has citywide jurisdiction to investigate and prosecute felony narcotics cases and related crimes.

Years ago, Jarrell Daniels and I stood on opposite sides of the courtroom. I prosecuted the case that sent him to prison. Today, we stand together with a shared purpose: preventing gang violence and helping young people see possibilities beyond the streets. Our partnership is a reminder that accountability and redemption are not mutually exclusive. Jarrell’s lived experience allows him to reach young people in ways that the justice system often cannot, while my experience as a prosecutor brings a different perspective to the same urgent work. Neither approach is enough on its own. I am grateful to the New York Daily News for sharing our story and highlighting what can happen when people once separated by circumstance choose to listen, grow, and work toward a common goal. We cannot prosecute our way out of gang violence. Lasting public safety also requires prevention, opportunity, trusted relationships, and the willingness to believe that people are capable of change. Interstate Cocaine Trafficker Sentenced to 14 Years in Prison Following Conviction at Trial Carlos Almonte Palmers, convicted for his role in an interstate narcotics trafficking organization, received a 14-year prison sentence for Criminal Possession of a Controlled Substance in the First Degree yesterday afternoon following a jury trial prosecuted by the Office of the Special Narcotics Prosecutor for the City of New York. https://lnkd.in/d44yT4rP

Last week, ADA Andres Torres traveled to Argentina to speak at an international conference on organized crime in Neuquén, Patagonia. This conference brought together judges, prosecutors, and law enforcement officials from Argentina, Albania, Bolivia, and Italy, who are leaders in combating transnational crime in their respective countries. Andres also discussed strategies to combat narcotics trafficking with prosecutors in Buenos Aires. Organized crime is a global threat, and it is important to foster collaboration through sharing experiences and learning from distinguished colleagues. After nearly 26 years serving with the DEA, I never imagined that my next chapter would involve helping tell the story of one of New York City's most remarkable public servants—NYPD Detective Steven McDonald. Over the past two years, I have had the privilege of partnering with legendary journalist Mary Murphy to co-found Trinity Films NYC and co-produce Saint of the City, a feature documentary that chronicles Steven's extraordinary journey of faith, forgiveness, resilience, and service. As a retired federal agent and the widow of an NYPD detective, I have always believed that we have a responsibility to honor those who dedicate—and sometimes sacrifice—their lives in service to others.
