Global Internet Forum to Counter Terrorism (GIFCT)

The challenges facing the online ecosystem continue to evolve - and addressing them requires focused collaboration across sectors. Global Internet Forum to Counter Terrorism (GIFCT)’s 2026 Working Groups bring together expertise from technology companies, practitioners, researchers, governments, and other stakeholders to explore key issues shaping the response to terrorist and violent extremist exploitation of digital platforms. This year’s Working Groups focus on three critical themes: ➡️ Signals Community of Practice - exploring approaches to threat detection, information sharing, and strengthening understanding of online risks while maintaining appropriate safeguards. ➡️ Gaming and Youth Working Group - identifying best practices to prevent terrorist and violent extremist exploitation of gaming spaces and better understand risks affecting younger audiences. ➡️ Countering the Financing of Terrorism Online Working Group - examining how extremist networks use online platforms and financial tools, and exploring approaches to addressing emerging risks. Through these Working Groups, GIFCT continues to create spaces for knowledge exchange, expert dialogue, and practical collaboration across the global community. The Global Internet Forum to Counter Terrorism (GIFCT) is aware of the events that recently occurred in Fagersta, Sweden. In response, GIFCT has activated its Incident Response Framework. At this time, we are working closely with our member companies and multi-stakeholder partners to monitor developments, identify potential related online content, and provide support to members in addressing content relating to this incident. GIFCT will continue to share verified information with members and partners as it becomes available. On the occasion of the ninth International Day of Remembrance of and Tribute to the Victims of Terrorism, the Global Internet Forum to Counter Terrorism (GIFCT) participated in a panel hosted by the United Nations Office of Counter-Terrorism (UNOCT) to highlight the findings and recommendations in Building a Safer Internet for Victims of Terrorism. GIFCT Executive Director Naureen Chowdhury Fink was honored to join representatives of the Victims of Terrorism Associations Network (VoTAN) and the United Nations to honor the occasion and highlight GIFCT’s efforts to integrate considerations of human rights and the perspectives and needs of victims and survivors throughout while preventing terrorists and violent extremists from exploiting digital platforms. GIFCT’s work is grounded in the UN Guiding Principles on Business and Human Rights, and its commitment to multi-stakeholder initiatives aims to improve online safety for all. Director Fink underscored the timely and important nature of this collaborative effort and set out some of the industry tools and resources GIFCT uses to support its 40+ industry members and develop solutions and responses to some of the issues outlined by VoTAN. These include: ➡️ the hash-sharing database, which allows GIFCT member companies to quickly identify and share “hashes” of known terrorist and violent extremist content in a secure, efficient, and privacy-protecting manner; ➡️ the Incident Response Framework, which helps GIFCT member companies respond efficiently and collaboratively to online dimensions of offline violence; ➡️ a research and analysis arm, Global Network on Extremism & Technology (GNET), to help keep members informed of developments and trends; ➡️ and a space for cross-platform exchanges that facilitate collaboration and dialogue between GIFCT members. Each of these helps to ensure that key sectors are better informed and engaged to address the harms and risks outlined by VoTAN. “Digital platforms are places where victims' stories are shared, where communities come together in solidarity, and where education and remembrance can reach audiences across the world, but these same spaces can also expose victims and survivors to renewed harm.
