Quickest & Easiest Option:

The easiest thing to do, would be to just rent a server from server-hosting company.

NFO Servers[www.nfoservers.com] rents game-servers for a variety of games, including Counter-Strike:Source.

The monthly cost varies, depending-upon how many player-slots you need to accomodate. For example a 12-slot server right now goes for about US $15 per month.

Going that route does not require you know or learn much technical stuff - just how to use various built-in srever-commands using the "RCON" (remote console) feature, etc. For some of the stuff you want (custom player models, etc.) that will require setting up what is called a "server-side modification" (server-side "mod"), which requires a bit more work, but isn't too hard.

Of course, in addition to NFO Servers[www.nfoservers.com] there are other companies who provide a similar service. They are just the company I am most familiar with myself, since I use their services myself.

The Deeper Option:

In addition, if you are more abitious, you could rent a virtual computer from them (a "virtual private server" or VPS), but that involves a great deal more setup and techincal knowledge.

Alternatively, you could rent a a physical server in a data-center somewhere.

Usually, people only go down this path, if they are going to be hosting multiple game-servers - either for the same game or many different games. For example, here is a list of all the games that I host dedicated game-servers for:

Dedicated Game-Server List

Obviously, going-down the VPS or physical server path is way more involved - involving generally a another level of effort, and additional expense. This gets into areas such as:
  • Selecting a place to host your own server, or a company to rent one or a VPS from.
  • If you are building directly on hardware (owned or physical-rental) setting up a "head-less" (non-GUI) Linux operating system install that will meet your needs.
  • Installing all the stuff for hosting whatever game-severs you are interested it.
  • Setting-up the game-servers themselves.
  • Setting-up whatever server-side mods are needed on each.

Recommendation:
So, if you are just starting-out for this, my recommendation would be:
  • You and your friends pool your money and rent a CS:S server from someplace like NFO Servers[www.nfoservers.com].
  • Configure it the way you want.
  • Setup whatever server-side mods you want.

If I can be of further help, let me know.
