[MC-307689] The player's arm swings when failing to use a spawn egg in Peaceful difficulty

The bug

Most monster spawn eggs are disabled in peaceful mode. They cannot be used, and even in survival, the item is not consumed. However, the arm still swings.

How to reproduce

/difficulty peaceful
Get a zombie spawn egg
Try to use it on the ground

Expected result

No response

I think that’s a quite nice feature since you see that nothing spawned, but you still know that you tried to use your spawn egg, so you don’t end up spam clicking trying to find out if your mouse is broken…
