📉 Portugal não tem um problema de falta de talento. Tem um problema de aversão ao risco — e isso está a travar o crescimento do VAB. Este post, preparado com o apoio de IA, antecipa algumas ideias do white paper de David Pereira de Castro e Paulo Morgado sobre a criação e retenção de Valor Acrescentado Bruto (VAB) em Portugal. O crescimento do Valor Acrescentado Bruto (VAB) continua a ser um dos grandes desafios estruturais da economia portuguesa. Mais do que uma questão conjuntural, trata-se de um fenómeno profundamente ligado a três fatores que raramente discutimos em conjunto: ➡️ cultura económica ➡️ papel do Estado ➡️ relação entre Estado e empresários 🔎 1. Aversão ao risco Em Portugal, a aversão à incerteza traduz-se em: • valorização da estabilidade • baixa tolerância ao fracasso • carreiras previsíveis • estratégias conservadoras Economias com maior tolerância ao risco geram: ✔ mais inovação ✔ empresas escaláveis ✔ maior valor acrescentado 👉 Penalizar o risco empurra a economia para setores menos produtivos. 🏛 2. O papel do Estado O Estado atua sobretudo como: • estabilizador social • regulador forte • intermediário de investimento O investimento empresarial depende muitas vezes de: • programas públicos • incentivos fiscais • fundos europeus • contratação pública ✔ Garante estabilidade ⚠️ Mas condiciona comportamentos 🤝 3. Relação com os empresários O sucesso depende também da capacidade de navegar: • regulação • processos administrativos • financiamento público 👉 Resultado: foco na proximidade institucional em vez de expansão global. 📈 Impacto no VAB O crescimento depende de: ⚙️ inovação 🌍 escala internacional 🚀 produtividade Se o sistema privilegia estabilidade: ➡️ menos risco ➡️ menos ambição global ➡️ menor crescimento 💡 A questão central Não é “mais” ou “menos” Estado. 👉 É equilíbrio entre: • cultura económica • instituições • empresários Para crescer, Portugal precisa de um ambiente onde: ✔ assumir risco seja racional ✔ falhar não seja penalizado ✔ competir globalmente compense 🚨 No fim: o crescimento do VAB depende do risco produtivo que a economia aceita ━━━━━━━━━━━━━━━━━━ 📌 Nota final O objetivo destes posts não é, naturalmente, substituir a reflexão humana nem, muito menos, o trabalho que se encontra em curso, baseado em research profundo e entrevistas a decisores públicos e privados.
