Once in the area, interact with the lamppost on the side of the road to make a dark blob appear. Continue following the black spotlight and forcing it to reveal itself until you're forced to beat enemies that spawn as part of the Anomaly. Defeat the creatures to disperse the Anomaly and complete the Lantern Parade Anomaly Commission in NTE.
