The Silver Shroud side quest in Fallout 4 will have players donning the suit of the titular comic book/radio serial crusader and rid the Commonwealth of evil. It essentially boils down to players doing some hitman work around the vicinity of Goodneighbor, and while the targets you're going for all seem like real pieces of work, one in particular, a woman named Shelly Tiller, is seemingly everything but.

Shelly Tiller isn't exactly a target that the Silver Shroud is after, but in true Fallout 4 fashion, you'll get an optional objective to take her head regardless. Where to Find Shelly Tiller in Fallout 4

You can find Shelly Tiller in the second floor of the National Guard Training Yard, which is some ways north of Goodneighbor. If you pick up the assassination contract for her after taking out Kendra, then a map marker will appear over Shelly's location.

Once you get to the National Guard Training Yard, just head to the second floor to find Shelly Tiller hiding in a corner. She won't have anything to say to you, though she'll tell you about some bad people who might be coming for her. At this point, you can shoot her in the face, or just leave her to her own devices.

Shelly Tiller only appears in the training yard building during this part of the Silver Shroud quest. If you go there at any other time, the only NPCs you'll be seeing there are ghouls.

Should You Kill Shelly Tiller in Fallout 4?

Assassinating Shelly will reward you with 500 Caps, which you can collect from a dead drop inside a random toolbox just outside of Goodneighbor. Shelly herself doesn't have any notable loot on her, so apart from her meager gear and whatever bits and bobs she has, the 500 Caps from the dead drop is likely going to be the most valuable reward you can get from assassinating her.

Also, if you do decide to murder Shelly, your relationship with your active companion will likely sour, unless you're traveling with neutral or evil-aligned companions like Cait, MacCready, and Strong.

It's hard to tell if killing Shelly Tiller is morally good or bad, since the game doesn't tell players why she's being targeted. However, considering our companions' reactions and the fact that Kendra, the prior assassination target, was part of a notorious raider gang, it's safe to say that Shelly isn't necessarily an evil person. If you really need 500 Caps, then go for it, but you may want to send your travel buddy home before you shoot Shelly.
