Beerus is one of the most powerful characters in Dragon Ball history. Introduced as the main villain of Dragon Ball Z: Battle of Gods, the God of Destruction of Universe 7 showed Goku a level of power that far surpassed anything he'd ever experienced before. In the original movie, Beerus only had to use 70% of his full power to defeat Super Saiyan God Goku, but that's since been retconned. There's no telling just how strong Beerus is in the Dragon Ball Super. The only thing that's clear is that he's far more powerful than just about every other character in the franchise.
The only Dragon Ball characters definitively stronger than Beerus are the Angels, but considering he's the only God of Destruction who can use Ultra Instinct, he might be closer to them in strength than meets the eye. Beerus is the benchmark that Goku and Vegeta have been striving to reach ever since Battle of Gods. Despite being one of the most overpowered characters in Dragon Ball Super, the series' power scaling (especially in the manga) has resulted in several mortals coming very close to catching up to Beerus. Beerus remains more or less undefeated as of Dragon Ball Super: Super Hero, but he now has quite a few powerful rivals ready for a rematch once the manga returns.
Alternate Dragon Ball Super Manga Turns Vegeta into the Main Character
More than anyone else in Dragon Ball Super, Vegeta has the most alternate covers to his name, solidifying his role as Dragon Ball's co-lead.
12 Champa is Beerus' Incredibly Powerful Twin
Champa is Beerus' twin brother and the God of Destruction of Universe 6. When Beerus and Champa fight during a flashback in the Dragon Ball Super manga, they're depicted as being roughly equal in Power Level. In the Dragon Ball Super anime, Vados outright claims that Champa is stronger than Beerus (though this is mainly her just boasting and has no basis in reality). Champa is one of the most powerful beings in the multiverse and one of few Gods who can actually rival Beerus' power.
That said, as close to Beerus as Champa is, he is explicitly weaker than his brother. In the Dragon Ball Super manga's version of the Universe Survival Saga, all twelve Gods of Destruction fight in a battle royale during the Zeno Exhibition Match. During this battle, Champa is eliminated long before Beerus. Champa has enough power to rival his brother and offer him a good fight, but when both are fighting at full power, he just can't compete against Beerus' raw might and mastery of Ultra Instinct.
11 Belmod is the Third-Strongest God of Destruction
Belmod may not be the strongest fighter in his universe, but that just speaks to how overwhelmingly strong the warriors of Universe 11 are. Belmod is still supremely powerful in his own right, and deceptively clever to boot. During the Zeno Exhibition Match in the Dragon Ball Super manga, Belmod is one of only three Gods of Destructions who makes it to the end of the fight before the battle royale is cut short. Belmod pretends to be knocked out, waiting for his opportunity to take out both Beerus and Quitella.
In terms of raw power, Belmod is weaker than Beerus, but he has enough confidence in his cunning to believe that he could defeat Beerus so long as he catches him off guard. In the grand scheme of things, Belmod is the third-strongest God of Destruction in Dragon Ball Super, which places him far above most of the multiverse. He may not be the strongest character in his universe, but his intellect and ability to use Destructive techniques make him a massive threat.
10 Jiren Already Surpassed Belmod in the Tournament of Power
The strongest man in Universe 11, the Tournament of Power was Jiren's tournament to lose. Jiren is the only mortal confirmed to be stronger than his universe's God of Destruction, and it shows. Even after Goku unlocked Ultra Instinct in the Tournament of Power, he still struggled to fight Jiren and couldn't even beat him in a one on one duel. Universe 7 only wins the Tournament of Power because Goku, Frieza, and Android 17 team up against an exhausted Jiren who's already successfully beaten Ultra Instinct Goku and Super Saiyan Blue Evolved Vegeta. Even then, they only win thanks to a lucky ring out.
The Dragon Ball Super manga makes Jiren even stronger. Toyotarou's version of the Tournament of Power features Jiren adapting to Ultra Instinct Goku's rise in Power Level, beating the transformation out of him, and coming extremely close to eliminating him. The only reason Goku doesn't lose is because Vegeta catches him just in time. The fact Jiren is stronger than Belmod and an absolute powerhouse in the Dragon Ball Super manga puts him roughly in the same tier of power as Beerus. Goku even treats Jiren as a new benchmark in Dragon Ball Super: Broly.
9 Legendary Super Saiyan Broly Fighting at Full Power Gave Goku a Better Fight Than Beerus
Broly was already a monster in Dragon Ball Z, but Akira Toriyama made him one of the most powerful Saiyans in the franchise when he made him canon for Dragon Ball Super. Broly's natural Power Level is so high, he's able to fight warriors who can use God Ki in his base form. Turning Super Saiyan just makes him strong enough to handle Super Saiyan Blue, while his Legendary Super Saiyan form turns him into one of the most dangerous mortals in the multiverse. In Dragon Ball Super: Broly, Goku outright believes that Broly is stronger than Beerus himself.
At full power, Legendary Super Saiyan Broly is so powerful, Goku and Vegeta have no choice but to fuse into Gogeta to fight him. Even as Gogeta, he still needs to turn Super Saiyan Blue just to beat Broly. Currently, Broly cannot access his full power willingly. Once he masters Legendary Super Saiyan, however, he'll be one of the few characters in Dragon Ball who can go toe to toe with Beerus and live to tell the tale. The fact he fought Gogeta and lived is proof of that fact.
8 Moro Became One of the Most Powerful Beings in the Multiverse Once He Unlocked Ultra Instinct
Planet Eater Moro is the main villain of the upcoming Dragon Ball Super: The Galactic Patrol anime, which is set to release sometime in 2027 or 2028, depending on when the Dragon Ball Super remake wraps up. Moro is arguably the best-written villain in Dragon Ball Super, as well as being one of the most powerful opponents Goku has ever faced. Upon consuming Seven-Three, Moro gains the power to copy abilities from different fighters.
During the Galactic Patrol Prisoner Saga's final battle, Moro absorbs the abilities of the Trainee Angel, Merus. This not only gives Moro access to God Ki, but allows him to use Ultra Instinct. Goku comments that he's never fought an opponent stronger than Moro before, putting him at a Power Level higher than Beerus was during Dragon Ball Z: Battle of Gods. Moro becomes even stronger once his body rejects Merus' God Ki, fuses himself to the Earth, and starts sapping the life force of every living being on the planet.
7 Perfected Ultra Instinct Goku is the Closest He's Ever Been to Catching Up to Beerus
Meeting Beerus was the best thing that ever happened to Goku. The God of Destruction gave Goku more motivation than ever to keep training, which has resulted in him reaching new heights that would have been unthinkable in Dragon Ball Z. As of Dragon Ball Super: Super Hero, Goku has mastered the technique of the Angels and refined Ultra Instinct to perfection. Not only can he stack Super Saiyan forms on top of UI, he can trigger Perfected Ultra Instinct whenever he wants.
There was a time when Goku was considered a viable candidate to become Universe 7's next God of Destruction, but these days, he's walking the path of the Angels in order to become the greatest martial artist he can be. Although Goku certainly cannot beat Beerus at this point in time, Beerus considers him a proper rival. Before Dragon Ball Super ends, Goku will have to get one final rematch against Beerus to prove if he's truly surpassed the gods.
6 Ultra Ego Vegeta is Beerus' Greatest Disciple
Dragon Ball Super has done wonders for Vegeta's image and reputation. Unlike Goku, who had to perform the God Ritual to unlock God Ki, Vegeta learned how to use God Ki just by training on Beerus' Planet for six months. At this point in Dragon Ball Super, Beerus has a much deeper relationship and bond with Vegeta than Goku. So much so, Beerus has personally taken Vegeta under his wing and started grooming him to be Universe 7's next God of Destruction.
In the Granolah the Survivor Saga, Beerus even gifts Vegeta one of his Destroyer earrings. In the same arc, Vegeta unlocks Ultra Ego – a form that personifies how much he's mastered the art of Destructive energy. By beating Goku at the end of Dragon Ball Super: Super Hero, Vegeta has proven that he's stronger than his lifelong rival. Like Goku, Beerus considers Vegeta to be one of his rivals and the two spar often. Beerus always wins these fights, but it's only a matter of time before Vegeta finally nets a win for himself.
5 Gohan Beast Had So Much Power, He Could Replace Beerus
Gohan Beast is currently the most powerful Z-Fighter in Dragon Ball Super. Gohan's Beast form is implied to be a mutation of his Ultimate transformation, bringing out all his latent potential and even allowing him to surpass characters who have outright become Gods after unlocking God Ki. Gohan Beast is strong enough to beat Perfected Ultra Instinct Goku in a fight, manhandle Broly, and spar with Goku, Vegeta, Broly, Goten, & Trunks all at the same time.
In Dragon Ball Super Chapter 103, Gohan Beast's power even gets the attention of Whis. Whis suggests that Gohan might be a good candidate to someday replace Beerus as Universe 7's God of Destruction. Beerus doesn't agree, but the fact that Whis so much as considers Gohan Beast a viable replacement to Beerus means that he has to be close in Power Level to Beerus. Based on feats alone, Gohan Beast is certainly up there.

The CC Saiyans are the most powerful Saiyans in the entire Dragon Ball franchise, eclipsing anything Goku and Vegeta can accomplish canonically.
4 Black Frieza is About to Become Beerus' Worst Nightmare
Frieza was always naturally very powerful, but the gains he's made since being resurrected in Dragon Ball Super are downright diabolical. When Frieza was revived, he was weaker than Super Saiyan Goku was on Namek. As of the Granolah the Survivor Saga, Frieza is now the most powerful mortal in the multiverse and the Z-Fighters are going to be fighting an uphill battle to beat him once the Dragon Ball Super manga eventually returns.
No one knows what Black Frieza's main goal is right now, other than slowly taking over the universe. The fact Frieza was able to defeat both Ultra Instinct Goku and Ultra Ego Vegeta with ease means he's much closer to Beerus than either of the Saiyans – if not already at the same level. If Frieza wanted to, he could realistically fight Beerus with his Black Frieza form. Worse, Black Frieza could easily kill the Supreme Kai, thus erasing Beerus from existence without so much as a battle.
3 Vegito is Only Held Back By the Potara's Limitations
Vegito's main drawback is the fact that the Potara Earrings cannot contain his full power. Despite having a one hour time limit for humans, Vegito's fusion wears off in a matter of minutes during the Goku Black Saga due to just how overwhelmingly powerful his version of Super Saiyan Blue is. If Super Saiyan Blue Vegito moves fast, though, he'd be able to give Beerus the battle of a lifetime.
It's often forgotten, but Whis actually says that if Goku and Vegeta fought together in Dragon Ball Z: Resurrection F, they'd be able to beat Beerus. Thanks to Goku and Vegeta's intense rivalry, Vegito is stronger than the average fusion. He was also powerful enough to nearly defeat Fused Zamasu, an immortal foe. Beerus might have a slightly edge, but Super Saiyan Blue Vegito is without a doubt in the same tier as the God of Destruction.
