In Dragon Ball, Gods aren't born, they're made. In the original Dragon Ball and Dragon Ball Z, "God" was a title granted to the guardians of each planet and galaxy, but that didn't mean they were all-powerful. By the end of DBZ, just about every single Saiyan was stronger than the most powerful gods in the universe. Dragon Ball Super changed everything with the introduction of Angels, the Gods of Destruction, and God Ki.

Thanks to God Ki, mortals like Goku and Vegeta could finally match their God-Tier Power Levels by becoming literal Gods. Naturally talented fighters like Broly, Gohan, and Frieza don't need God Ki to be the most powerful characters in the series, whereas Goku and Vegeta would be falling behind without God Ki. To become a God in the Dragon Ball universe is a major feat only a few abundantly powerful fighters can lay claim to.

7 Fused Zamasu Killed Almost Every God in His Multiverse to Become the Only God

Zamasu is the only canon Dragon Ball villain to successfully wish for immortality. As part of the Zero Mortal Plan, Zamasu and Goku Black go from universe to universe, killing every Supreme Kai, which in turn destroys their God of Destruction due to their life-link. By the time Goku Black starts terrorizing Future Trunks' timeline, Zamasu is the only God left in the future multiverse, except for Zeno. By using the Potara Earrings to fuse with Goku Black, Zamasu turns into Fused Zamasu.

Thanks to his immortality, Fused Zamasu is borderline invincible. The power boost he gets from Goku Black makes him far stronger than both Goku and Vegeta. None of the heroes even beat him in the end. Goku is forced to call in Future Zeno to literally erase Trunks' entire multiverse just to stop Fused Zamasu. Without Zeno, the Z-Fighters would have been completely hopeless and Zamasu would have succeeded in becoming the only God and being alive.

6 Toppo Trained His Whole Life to Become a God of Destruction

Toppo is the leader of the Pride Troopers and the second-strongest warrior in Universe 11, behind Jiren. Toppo has spent his life training under Belmod to become his universe's next God of Destruction. In the Dragon Ball Super manga's version of the Zeno Exhbition Match, Toppo is able to defeat Super Saiyan Blue Goku with a well-timed kick, winning the battle for Universe 11. In the Tournament of Power, Toppo awakens his Destroyer Form while battling Vegeta. With his Destroyer Form activated, Toppo becomes a master of Hakai.

Toppo's Destroyer Form is similar to Vegeta's Ultra Ego transformation – right down to the purple aura and focusing on using Destructive power. By unlocking Super Saiyan Blue Evolved, Vegeta ends up gaining enough power to rival Destroyer Form Toppo. SSBE Vegeta ends up defeating God Toppo by channeling all his Ki into a Final God Explosion that eliminates him from the tournament. That said, the fact Toppo doesn't die suggests he's much stronger in his Destroyer Form than Vegeta realizes and could have kept the fight going in a non-tournament setting.

5 Moro Turned Into a God-Tier Villain Once He Stole Merus' Powers

Moro is the main villain of the upcoming Dragon Ball Super: The Galactic Patrol anime, and one of the strongest antagonists in the series. By eating Seven-Three, Moro gains the ability to copy the powers of his foes. During his final battle with Goku, Moro manages to absorb all of Merus' techniques, giving him access to his own version of Ultra Instinct, as well as God Ki. Moro gets a massive buff thanks to Ultra Instinct, but is still no match for Perfected Ultra Instinct Goku.

Since Moro did not naturally unlock God Ki on his own, his body cannot sustain Merus' powers. His body begins to corrupt itself, physically merging with the planet until Moro becomes Planet Moro. As part of the literal Earth, Moro siphons energy from everyone alive, slowly draining them of their life. Goku ultimately defeats Moro thanks to a combination of Vegeta using Forced Spirit Fission and Uub donating a large amount of Genki for Goku to land the killing blow.

4 Goku Was the First Mortal to Become a Living God

In Dragon Ball Z: Battle of Gods, Goku became the first mortal to turn into an actual God. Goku performs the God Ritual with Vegeta, Gohan, Goten, Trunks, and a pregnant Videl in order to unlock Super Saiyan God. From there, Goku spends the rest of Dragon Ball Super training to master his newfound God Ki. Goku may not be the strongest God in the series, but his mastery of God Ki far surpasses his rivals and enemies.

During the Tournament of Power, Goku ascends to the near-angel levels by triggering Ultra Instinct. Every arc since the Universe Survival Saga, Goku has improved his control over Ultra Instinct. Goku perfects Ultra Instinct by training with Merus, and then unlocks True Ultra Instinct by gaining full control of his emotions during the Granolah the Survivor Saga. As of Dragon Ball Super: Super Hero, Goku's such a master of God Ki that he can activate Perfected Ultra Instinct whenever he wants.

3 Vegeta's God Forms Are Stronger Than Goku

For the first time in a long time, Vegeta is officially stronger than Goku. Goku may have the upper hand when it comes to actually using God Ki, but Vegeta's God forms are not only stronger, he became a God through hard work. Goku had to use the God Ritual to unlock God Ki. Vegeta trained on Beerus' Planet for months to learn how to use God Ki all by himself. For most of Dragon Ball Super, Vegeta's also had a stronger version of Super Saiyan Blue than Goku.

During the Tournament of Power, Vegeta unlocks Super Saiyan Blue Evolved, a transformation that rivals Ultra Instinct Sign. Super Saiyan Blue is so much more powerful than regular SSB, that Vegeta outright uses the form to fight Gohan Beast in Dragon Ball Super Chapter 103. This is despite the fact Goku had to use Perfected Ultra Instinct during his match with Gohan. Vegeta also has access to Ultra Ego, a form that channels all his raw, destructive power into a form that rivals Ultra Instinct.

2 Vegito Was the Only Character Strong Enough to Put Fused Zamasu in His Place

Vegito was the most powerful character at the end of Dragon Ball Z, but he's not a God. Super Saiyan Vegito is actually weaker than Super Saiyan God Goku. The notion of Goku and Vegeta fusing into Vegito was even brought up to help them fight Beerus in Battle of Gods, but it was determined he wouldn't actually be strong enough. That said, Vegito becomes a proper God-level Fusion when he returns in the Goku Black Saga.

During the final battle with Fused Zamasu, Goku and Vegeta use the Potara earrings to become Vegito. Super Saiyan Blue Vegito absolutely obliterates Fused Zamasu. Despite being immortal, Vegito gives Zamasu a brutal beat down that somehow nearly kills him. Unfortunately, Vegito is so overwhelmingly powerful now that the Potara earrings cannot actually sustain the Fusion. As a result, Goku and Vegeta defuse after only a few minutes.

1 Gogeta is the Strongest God-Tier Fusion in Dragon Ball

Unlike Vegito, Gogeta does not suffer the same time limit issues that comes with using the Potara earrings to fuse. Goku and Vegeta perform the Fusion Dance during Dragon Ball Super: Broly in order to defeat Legendary Super Saiyan Broly once and for all. Gogeta is far and away the most powerful Fusion in the series. It's even implied that Gogeta has enough raw power to fight Beerus (though whether he would win is another matter entirely).

Super Saiyan Blue Gogeta ends up performing one of the most incredible feats in Dragon Ball when he literally causes a Dimension Break while fighting Broly. In Akira Toriyama's original script for Dragon Ball Super: Broly, Gogeta would have flown Broly to the literal surface of the sun for their final battle instead. Despite using an immense amount of God Ki, Gogeta does not defuse, giving him a serious edge over Vegito. More than anyone else, Gogeta is the strongest mortal who became a God in Dragon Ball.
