The Rogue class in Diablo 4 has plenty of tricks up its sleeve, and if you're looking for a bow-focused leveling build, we've got you covered. The following is a Penetrating Shot Rogue build that's meant to be as accessible as possible, which means all you really need to make it work are some Tempered pieces of gear and one or two Legendary aspects to help with your damage output. This Diablo 4 build is more than capable of taking players from level 1 to 70 on Penitent difficulty, and it can be easily modified to transition into other builds as well.

Diablo 4 Rogue Penetrating Shot Leveling Build Overview
- Main Skills: Cloudburst Forceful Arrow & Ballista Penetrating Shot
- Specialization: Combo Points
- Playstyle: Apply Slow and Vulnerable with Forceful Arrow while generating Combo Points, and snipe targets with Penetrating Shot while they're debuffed.
The idea behind this build is pretty straightforward: build up your Combo Points while debuffing enemies with Forceful Arrow, then fire powerful railgun shots with Penetrating Shot and its Ballista variant, which makes the skill deal significantly more damage at the cost of having a slower cast time.
We can mitigate Ballista's downside by using the Ferocity upgrade for Forceful Arrow, which makes it every hit with this Basic skill generate a stack of Ferocity. This will increase our overall attack speed, making Ballista's cast time downgrade largely negligible.
As for support skills, we're going to use the following:
- Shadow Imbuement for significantly improved area of effect damage with Penetrating Shot.
- Dash for additional mobility.
- Smoke Grenade for Stealth and bonus Critical Strike Chance.
- Rain of Arrows for even more AoE.
Out of all the leveling builds I've used so far, this one has proven to be the strongest. Ballista's damage is simply too good, and the utility you get from Forceful Arrow and the Arrow Storms it can create are all too useful for a ranged build like this. I wouldn't call this the fastest leveling build, but it's strong enough to let you bulldoze through Penitent difficulty as if it was Normal mode by the time you get your first couple of gear upgrades.

- Forceful Arrow is your secondary source of damage. Its DPS is pretty good, especially when Arrow Storms are raining down on your enemies, but its real job is to slow down enemies, apply Vulnerable, build up Combo Points, and generate Ferocity stacks.
- Penetrating Shot is basically a nuke fired in a straight line. It'll delete every lesser enemy in its way, and it'll demolish everything else in just a handful of shots or so. Thanks to the Ferocity upgrade and the actual Ferocity stacks we gain from Forceful Arrow, not only will Penetrating Shot cast faster despite Ballista's drawback, but it will also deal significantly more damage based on how much Ferocity you have.
- Dash is mainly here for mobility. Use it to dodge incoming damage or move around the map quicker. The Primer variant for Dash also gives you even more Ferocity, so don't be afraid to start a fight using this skill.
- Smoke Grenade is used as both a defensive and utility skill for this build. The Silhouette variants will grant you Stealth and additional crit chance while you're inside the smoke cloud. Use this together with Dash to avoid melee enemies will gaining lots of free stats.
- Shadow Imbuement makes Penetrating Shot cause explosive chain reactions when used. Ballista's projectile might be bigger than the regular Penetrating Shot variant, but it's not enough to clear most enemy hordes. Shadow Imbuement fixes that, but if you're satisfied with Ballista's AoE, you can swap this out for Cold Imbuement instead.
- Rain of Arrows is here to compensate for our relatively slow clear speed. Run or dash past a group of enemies, then blast them with this skill. If you want to kill bosses faster, use Shadow Clone instead of Rain of Arrows.
During the early pre-Torment levels, you'll likely run into Energy issues if you use Penetrating Shot too often. There's no other way around this until you get good gear, so you'll have to rely on Forceful Arrow and its Arrow Storms for damage when fighting big monster hordes.

Specialization
Combo Points is the best Rogue Specialization for Penetrating Shot because of the sheer amount of bonus damage it provides. This will force you into fighting in a certain cadence, but in my experience, just one Combo Point is enough to make Penetrating Shot instantly kill any trash mobs in your way. Save fully-charged shots for Elites/Bosses.

If you want to use Cold Imbuement, replace Toxic Alchemist with Frozen Memories, and swap Debilitating Toxins for something else (preferably Piercing Cold on your boots).
While you're still gearing up, try to at least have Amulets and Rings with the aspects listed above at all times. You can stick with using low-level Amulets and Rings until you hit max level. If you have the resources to spare, Imprint a Legendary Aspect on your Bow as soon as you can.
To sum things up, this item build will drastically increase your damage with Marksman skills against Vulnerable targets. Ferocious, High Velocity, and Ravenous Aspects are the most important ones here, so make sure to have them on your items at all times.
If you're having issues with Energy management, equip any Legendary Aspect that increases the damage dealt by your Arrow Storms and Basic skills. They won't demolish targets the same way Penetrating Shot does, but they're good enough to be used as your secondary source of damage during the pre-Torment phase.
When looking for equipment, prioritize getting the following stats:
- Vulnerable Damage
- Marksman Skill Damage
- Critical Strike Chance
- Critical Strike Damage
- Dexterity
- Maximum Life
- Armor
- Resistances
- Movement Speed
- Energy on Kill
The Eaglehorn Unique Bow is your best option if you want to juice up Penetrating Shot's damage.
You've Reached Level 70! What Now?
There are still a lot more things you need to truly round up this build, but since the majority of them can only be reasonably farmed once you reach at least Torment 1, I'm going to summarize them all in this rapid-fire section instead.

- Every Core skill you cast will also fire three of your last-used Marksman Basic skill. With this, every use of Penetrating Shot will also fire three Forceful Arrows, which is enough to build all three of your Combo Points back.
