The Fire Breathing Pack is a Faction Quest in Pailune that begins in Chapter 8, which requires you to craft a jetpack from Grimnir. However, the game doesn't exactly tell you that the item you're trying to craft isn't the Fire Breathing Pack. You actually need to craft the Kuku Rocket Pack.

The Fire Breathing Pack (and the associated quest) is acquired in the south area of the City of Pailune from Chapter 8. Once you've spoken with the NPC, make sure you read the "Letter from Grimnir" item now in your inventory.

How to Craft the Fire Breathing Pack (Kuku Rocket Pack) in Crimson Desert

The Fire Breathing Pack first requires the Kuku Pack, which requires a Peddler's Pack and a Kuku Pot. We'll showcase how you can get both of these items below:

How to Get the Kuku Pack Recipe

Venture southeast of Hernand to find the Sanctum of Penitence.
Cleanse the Sanctum of Penitence (you can find a guide for it here).
After cleansing the sanctum, you will be rewarded with the blueprint for crafting the Kuku Pack.

How to Get the Peddler's Pack

Obtaining the Peddler's Pack will require you to equip a Mask, as you're going to have to steal it from NPCs.
Roam around the Goldenfist Arena or Goldleaf Trading Post in Hernand (marked on the map above) and look for an NPC with a backpack.
Once you find one (shown above for reference), you can approach them and pull out your weapon.
With your weapon equipped, lock onto them (L1/LB), and they will get scared and drop their Peddler's Pack, which you can now pick up from the floor.
You'd best start running, as you will have committed a crime, but if you get a bounty, then we have a guide on clearing that here, so you can clear it! (And it should only be around 9 Silver Coins).

How to Get the Kuku Pot

Obtain x5 Iron Ore
Obtain x5 Timber
Use these ingredients to craft the Kuku Pot at Grimnir, located at the Kilnden Workshop in Hernand.

Now that you have the Kuku Pack Blueprint, Peddler's Pack, and Kuku Pot, you can speak with Grimnir at the Kilnden Workshop to craft the Kuku Pack. Below, you'll find the next step of crafting the Fire Breathing Pack.

How to Craft the Kuku Rocket Pack

With the Kuku Pack, you can now craft the Kuku Rocket Pack (top right in Grimnir's menu) with the following materials:

How to Use the Fire Breathing Pack in Crimson Desert

The Fire Breathing Pack (named the Kuku Rocket Pack) can only be used by Oongka.
The Kuku Rocket Pack can be equipped from the inventory, and it uses the backpack slot automatically.
You can use it the same way Kliff uses Fly with Square/X, and it will consume small amounts of Stamina while in the air.
You can improve the Kuku Rocket Pack with Abyss Artifacts through acquiring Skills as Oongka:
Flight Lv 2 (Swift Flight) will allow you to fly faster and further at the cost of more Stamina.
Vertical Flight will allow you to fly upwards (Circle/B).
